There are not 5 million Palestinian refugees. Of the 300,000 to 400,000 who were ordered out by the Arab armies in 1948, very few indeed are alive today. The rest are not refugees – in the entire rest of the world, no-one can pass on refugee status to their children, grandchildren and great-grandchildren.
